LVMAC Poster Art 2005On 18 June, the Department of Veterans Affairs (VA) published a long-awaited regulation that expands eligibility for some benefits for a select group of Air Force Veterans and Air Force Reserve personnel who were exposed to the herbicide Agent Orange through regular and repeated contact with contaminated C-123 aircraft that had been used in Vietnam as part of Operation Ranch Hand (ORH). Forward Observer — The Spending of Your Veterans Trust Fund Donations

LVMAC Poster Art 2005In 2012 the Veterans Trust Fund was established in Pennsylvania.  We thought you might want to know how it is being used this year.

In 2015, fifty-five organizations applied for grants, the sum of which would have amounted to nearly $4.7 million in funding for veterans’ services and programs. Of these, ten grants were subsequently awarded.  Since all were competing for $350,000 in grant money, there is an implication: there are needs state government is failing to recognize through the usual means. LVMAC Poster Art 2005We have written before concerning the presence of scamming when it comes to veterans.  You would think us targeted prey because it is an ongoing and widespread problem nationally.  Pennsylvania’s Office of Attorney General, specifically its relatively new Office of Military and Veterans Affairs, has become more involved of late — an indication that the problem is particularly acute in the commonwealth.

Forward Observer — The VA Fixes the Veterans Choice Card’s “How the Crow Flies” Issue

LVMAC Poster Art 2005Few doubt that Congress had a point in wanting the Veterans Choice Card provision in the Veterans Access, Choice and Accountability Act of 2014 (VACAA) — excessive delays in service merited this temporary measure — but it seems also to have  rushed the Department of Veterans Affairs, whether unfairly or not.  In its haste to respond to short deadlines, the VA has made some poor regulatory decisions along the way. Forward Observer — LVCIL to Conduct Allentown Stand Down

LVMAC Poster Art 2005Mini-Stand Downs are becoming increasingly popular in the Lehigh Valley as a means of finding and assisting the homeless.  Various social work agencies, contracting with and responsible to the Department of Veterans Affairs in assisting in eliminating veterans homelessness, are beginning to work together in a more integrated fashion.  It’s about time.

LVMAC Poster Art 2005Something queer for the good has happened.  All of a sudden the Community Action Development Corporation of Bethlehem (CADCB) has taken an interest in veterans’ entrepreneurship.  It is ‘partnering’ with the U.S. Small Business Administration (SBA) to offer a seminar about entrepreneurship opportunities for veterans on  5 November at the Fowler Center in South Bethlehem (click on the flyer thumbnail below and to the right).   Actually the SBA partner is Lehigh University’s Small Business Development Center (together with Kutztown University’s, often hidden secret to veterans from the Lehigh Valley interested in starting a business). Forward Observer — Punishing the Higher Education System for Veterans – The Pennsylvania Way

LVMAC Poster Art 2005Effective 1 July 2015, a little mentioned section of the Veterans Access, Choice, And Accountability Act of 2014 signed into law by the President on 7 August will have huge consequences to Pennsylvania’s public institutions of higher learning.  It may well affect the well-being of about 25,000 veterans who are students and up to $300 million in state revenues from the federal government to Pennsylvania’s institutions of higher learning.

Section 702 of that law states:

 … the Secretary shall disapprove a course of education provided by a public institution of higher learning (more…)

Forward Observer — Veterans Sanctuary is Gone, but Something of It Remains

LVMAC Poster Art 2005As most already know, Veterans Sanctuary unfortunately is no more. It ceased to be after a troubled ten months of operation last year. The building, which was the physical shell for a sophisticated therapeutic approach to treating our returning war veterans, both men and women, when they suffered from chronic addiction to drugs or alcohol and profound war-induced trauma, figuratively collapsed for lack of local county, state and federal government support – only the City of Allentown had assisted.

VA Removes Annual Income Reporting Requirement for Almost All

LVMAC Poster Art 2005As the Department of Veterans Affairs (VA) enters the twenty-first century of healthcare, it is getting smarter in its uses of the electronic databases of other federal agencies to the benefit of our veterans and their own work processes.

Effective March 2014, almost all veterans enrolled in the healthcare system are no longer required to file an annual VA Form 10-10EZR, a change in policy which affects many veterans in the system. Instead, the VA will automatically match income information obtained from the Internal Revenue Service and Social Security Administration. The new “means test” policy is more customer-centric and ensures healthcare eligibility is kept up to date. (more…)
