• Rolling deadlines by end of calendar quarter are used until funding is exhausted in a fiscal year.
  
• Notification of award should be no later than 30-45 days after the end of the quarter.
• Each first day of the calendar quarter starts the application period anew — previous applications are not held over.

Residency Requirements

The Council serves the Lehigh Valley area (defined as Lehigh and Northampton counties).  Therefore, besides being U.S. citizens, applicants must have their primary residence or Home of Record in the Lehigh Valley.  Also, they should intend to work in the Greater Lehigh Valley unless entering active duty military service.

Eligibility Rules for Veterans Applying

A military veteran is eligible for this scholarship if the indivdual:

• entered on active duty since 16 October 1991;
• served in one of the armed forces of the United States (to include the Coast Guard during a period of war);
• served on active duty (Title 10) for a period of at least 180 days, not including training, unless separated (retired) for medical injury connected to military service;
• was honorably separated or discharged (meaning an honorable or general discharge under honorable conditions was received); and
• is seeking education and training at an institution of higher learning (college, university, trade school) approved by a state approving authority recognized by the U.S. Department of Veterans Affairs.

Eligibility Rules for Others Applying

One or more of these conditions must be met:

• Graduating high school seniors, whether or not dependents of veterans, who are enrolling in a college or university ROTC program with the intention of performing military service; and those in an institution of higher learning who are enrolled in an ROTC program, especially those who are juniors or seniors and have formally  committed to a service obligation via Advanced ROTC.
• Children and un-remarried spouses of military servicemembers killed in action (KIA) seeking an educational degree or certification at an approved institution of higher learning.
• Children of veterans seeking an educational degree or certification at an approved institution ot higher learning.  Eligibility rules for sponsoring veteran are the same as above for one applying for himself/herself except the period of active duty service is irrelevant.

Application and Additional Instructions:

Additional instructions are found in the application.  All applications must be done online. You will be required to use or create a personal Google account, if you do not have one, because uploading of some key documents are required.  It also allows you to complete your application over multiple sessions.  However, the application must be complete in its entirety to be considered.  Once a calendar quarter ends, it must be resubmitted to be considered, if not approved the previous quarter.

Special Notices/Bulletins:  

• As of 1 March 2015, veterans may now apply for up to four consecutive, annual awards.
• As of 1 March 2015, all others may apply for two consecutive, annual awards.
• As of 1 March 2017, the period of service must be since 16 October 1991.
• As of 1 March 2017, an additional requirement for 180 days of active duty service other than for training is now required for veterans status, unless medically retired.
• As of 1 March 2017, priority is given to children who will make an active duty service commitment through ROTC.
• As of 23 January 2019, service period of veteran spouse/parent is irrelevant.  See Application Instructions for the definition of a veteran.
• As of 1 March 2020, all applications are to be made online.
• As of 30 June 2020, rolling deadlines commence.
